New NDE Portal – District Administrator FAQ

This FAQ addresses common questions from District Administrators and Proxy Admins who manage users, Roles, approvals, and EdOrg assignments within the New NDE Portal.

District Administrator Roles & Permissions

1. Who can be a District Administrator?

Typically:

  • Public Schools → Superintendent
  • ESUs → ESU Administrator
  • Nonpublic Schools → Principal or Head Teacher

These individuals are responsible for managing staff access for their district/system (EdOrg).

2. What can a District Administrator do in the New NDE Portal?

District Admins can:

  • Approve, edit, or deny access requests
  • Assign Roles to users
  • Remove Roles or revoke access
  • View all users in the district
  • Assign a Proxy Admin

3. What is a Proxy Admin?

A Proxy Admin assists the District Administrator and can perform access approvals, along with approving most applications.

Important notes:

  • Only one Proxy Admin per EdOrg may be assigned at a time
  • The Proxy must already have a New NDE Portal account
  • Proxy assignments include start/end dates

Managing Users & Roles

1. How do I add a new user to the New NDE Portal?

District Admins can create users within the Admin Portal under the Users section.
Admins may assign Roles during the creation process.

2. How do I edit a user’s existing access?

Go to:
➡ Admin Portal > Users
From here, you can:

  • Add or remove Roles
  • Update access if responsibilities change
  • Remove users who leave the district

3. What is a Role?

A Role defines which applications a user can access.

Roles may:

  • Contain one application
  • Contain multiple applications
  • Automatically include new applications added by NDE

4. Can I change the Role a user requested?

Yes.
District Admins may edit a request before approving it, including selecting a different Role that better matches the user’s responsibilities.

5. Why don’t certain Roles appear for a user?

Roles are filtered based on:

  • The user’s EdOrg
  • Whether the application is available for the district

If Roles are missing, confirm the user’s correct EdOrg is assigned.

Access Requests Approvals

1. How do I review access requests?

Access requests appear in your Admin Portal dashboard under Request Approval.
You can:

  • Approve
  • Edit
  • Deny

2. What if the user selected the wrong Role?

You may edit the request before approving it and assign the correct Role directly.

3. How do I know which requests need approval?

The Admin Portal Dashboard provides a summary of all requests.
Click through to view details.

4. What if I receive a request from an unrecognized name?

Deny the request with a comment stating the reason for the denial.

EdOrg Management

1. What is an EdOrg?

An EdOrg is the District/System associated with each user account.

2. Why do some users NOT have an EdOrg automatically assigned?

This occurs when users sign in with:

  • Google SSO
  • Microsoft SSO
  • Email + Password local accounts

Public districts and ESUs using NebraskaCloud SSO usually receive automatic EdOrg assignment.

3. How do I fix a missing or incorrect EdOrg for a user?

Users must submit an EdOrg request under:
➡ Profile > Requests

District Admins may then approve the EdOrg assignment.

4. Can a user belong to more than one EdOrg?

Yes.
Once access is approved for multiple districts/systems, users may switch EdOrgs using the dropdown in the upper‑right corner.

Troubleshooting Admin Issues

1. Why can’t I approve a user’s request?

Check these common causes:

  • The user does not yet have an assigned EdOrg
  • The Proxy Admin assignment expired
  • The user’s Role is restricted to a different EdOrg

2. Why doesn’t the user see an application after approval?

Reasons may include:

  • Role includes multiple applications and the user is looking in the wrong section
  • Application is still in migration from the Legacy NDE Portal
  • User is logged into the wrong EdOrg

3. Why did the Role automatically add a new application for several users?

Some Roles are designed to automatically receive new applications as NDE migrates them into the New NDE Portal.

This reduces manual updates for District Admins.
