District Administrator Tools-New NDE Portal

District Admins oversee user access, approve requests, assign roles, and manage district-level permissions. This page explains the tools and responsibilities available to District Administrators and Proxy Administrators in the New NDE Portal.

These capabilities are part of the modernized portal experience and replace the Legacy NDE Portal’s activation‑code model

Who is a District Administrator?

A District Administrator is the individual responsible for managing all user access for their District/System (EdOrg). In most cases:

  • Public schools → Superintendent
  • ESUs → ESU Administrator
  • Nonpublic systems → Principal or Head Teacher

District Admins may designate one Proxy Admin per EdOrg to assist with approvals.

Accessing Admin Tools

District Admins and Proxy Admins access their tools through:

➡ Admin Portal (left-hand menu)

This includes:

  • Dashboard
  • Users administration
  • Request approval queue
  • Assigning a Proxy Admin

Administrators can return to the main Portal at any time using the left navigation.

Admin Portal Features

1. Home

The Dashboard lets administrators:

  • See pending access requests
  • View quick summaries of users, roles, and access activity
  • Click into specific items for detailed review

2. Users

District Admins can:

Add New Users

  • Create a user account for individuals who do not yet have a New NDE Portal account
  • Assign access during the creation process

Edit Existing Users

  • Update roles
  • Modify access levels
  • Remove access when needed (position changes, departures, etc.)

View Organization Users

  • The list can be sorted by status of users and exported into a csv file

Admins also have access to a variety of reports to determine user roles, activity, roles and access to applications under:

Admins can also see all portal users connected to their EdOrg under:

➡ Portal > Contacts > My Organization

3. Request Approval

When staff submit a request under Profile > Requests in their portal account, District Admins can:

  • Approve
  • Edit
  • Deny

from the Request Approval area of the Admin Portal. Requests are tied to Roles, which define the user’s actual access. For more information about roles, see #5 Understanding Roles below.

4. Assign Proxy Admin

District Admins may assign ONE Proxy Admin per EdOrg. Proxy Admins can approve access requests and submit final approval on most applications just like a District Admin.

Requirements:

  • The Proxy must already have a New NDE Portal account
  • Assignment must includes From/To dates for controlled permissions

5. Understanding Roles

Roles determine which applications a user can access.

  • Some roles include multiple applications or one application
  • New applications added to the Portal are automatically assigned to the appropriate role (e.g., Data Steward role updates when ADVISER Validation migrates)

This helps District Admins avoid manually assigning new applications as they come available.

6. Managing EdOrgs (District/System)

District Admins may need to review which EdOrg a staff member belongs to.

  • Users can belong to more than one EdOrg if approved
  • Admins can verify EdOrg assignments under the following ways:
    • Admin Portal > Users
    • Admin Portal > Reports
    • Portal > Contacts > My Organization

Some users (particularly nonpublic or non‑SSO accounts) may need their EdOrg assigned manually because SSO cannot determine it.

Common Issues and How to Resolve Them

Users Missing EdOrg

  • Common for nonpublic or non‑SSO users
  • Admin should assign EdOrg or review SSO identity

Roles Not Appearing During Requests

  • User may have selected an incorrect EdOrg
  • Application selection may narrow the list of roles

User Cannot See Assigned Application

  • Roles may include multi‑application bundles
  • Check under Profile > Applications

Proxy Cannot Approve Requests

  • Proxy role may not have current valid start/end dates
